Into the same hot pan, add the garlic, ginger, and the white parts of the green onions. Stir 30 seconds until fragrant. Add the snow peas and bell peppers and stir-fry 3 to 4 minutes, until tender-crisp but still bright.

Return the shrimp to the pan, pour in the sauce, and toss to coat. Cook 2 minutes more, until the sauce clings and everything is hot through. Kill the heat, scatter the green onion tops and sesame seeds over the top, and serve over rice.
