Brew the spiced tea base
Bring the water to a boil in a small saucepan. Reduce the heat to medium and add the tea bags, sugar, star anise, cloves and the smashed cardamom pod. Simmer until the sugar dissolves, 3 to 4 minutes, then remove from the heat.

Let it steep
Leave the tea and spices to steep at room temperature for 1 to 2 hours — this is where all the warm, aromatic flavor comes from, so don't rush it. Strain the tea into a pitcher and discard the tea bags and whole spices.

Build the glasses
Fill four glasses with ice and pour about 1 cup of the tea into each.
- 4
Top with condensed milk
Spoon 2 tablespoons of sweetened condensed milk over each glass. Let it swirl down through the tea, then stir before sipping for that creamy amber color.
