Brown the beef
Preheat oven to 375°F. In a large skillet, cook ground beef and chopped onion over medium heat, breaking the meat into crumbles, until no longer pink. Add minced garlic and cook 1 minute longer. Drain excess grease.

Add sauce and seasonings
Stir in one can (15 oz) of tomato sauce, the thyme, dill weed, sage, salt, pepper, and cayenne. Bring to a boil, then reduce heat and simmer covered for 5 minutes.

Finish the filling
Stir in the cooked rice and crumbled bacon. Remove from heat.

Layer the casserole
Grease a 13x9-inch baking dish. Layer one-third of the shredded cabbage in the bottom. Top with half the meat mixture. Repeat the layers once (another third of cabbage, then the rest of the meat).

Top and add sauce
Place the remaining shredded cabbage on top. Pour the remaining can of tomato sauce evenly over everything.

Bake
Cover tightly with foil and bake for 45 minutes. Uncover, sprinkle the mozzarella over the top, and continue baking until the cheese is melted and bubbling, about 10 more minutes. Let stand 5 minutes before serving.
