Brown the beef
Heat the oven to 350F. In a large skillet over medium, cook and crumble the ground beef, breaking it into small pieces as it goes. When it's nearly done, stir in the taco seasoning. Use lean beef and you won't have to drain a thing.

Add the chile
Stir the chopped green chiles into the cooked beef. If it looks watery, let it simmer a minute or two so the extra moisture cooks off. Soggy burritos are a crime.

Scoop the refried beans into a bowl and smash them with a spoon until they're smooth and spreadable. Straight from the can is fine, no need to heat them first.

Warm the tortillas so they roll without cracking. Down the center of each, spread a line of beans, then a spoonful of beef, a handful of cheese, and a pinch of cilantro. Roll it up.

Set the burritos seam side down on a bare baking sheet. Don't grease or line it, you want those edges to crisp. Bake uncovered about 20 minutes, until golden brown and crispy. Serve with whatever toppings you like.
