Heat the oven
Preheat the oven to 350F. You don't need to grease your 8x8 or 9x9 baking dish - there's enough oil in the batter to keep it from sticking.

Mix the dry stuff
In a large bowl, stir together the flour, granulated sugar, 1/3 cup of the cocoa powder, baking soda, and salt until well combined. This all happens in one bowl, so there's barely any cleanup.

Combine the wet ingredients
Measure 1 cup water into a liquid measuring cup, then stir in the vinegar and 1 teaspoon of the vanilla. The vinegar and baking soda are what make this cake rise without any eggs.

Make the batter
Pour the oil and then the water mixture into the dry ingredients. Stir until the batter is mostly smooth - a few lumps are fine, just make sure no dry flour is hiding at the bottom of the bowl.

Bake
Pour the batter into the baking dish and bake for 35 minutes, until a toothpick comes out clean. Let the cake cool for at least an hour before icing it.

Ice it (optional)
For a simple icing, stir together the powdered sugar, the remaining 1/4 cup cocoa powder, and remaining 1 teaspoon vanilla. Add water 1 tablespoon at a time (about 3 tablespoons total) until it's thick but pourable. Pour over the cooled cake and spread even, then cut into 9 squares.
