Brown the Beef
In a large skillet or stockpot over medium-high heat, cook the ground beef with the chopped onion and minced garlic until the beef is no longer pink, about 5-7 minutes. Break up the meat as it cooks. Drain off any excess fat.

Cook, stirring often, until the vegetables start to soften, about 7-11 minutes. The cabbage will cook down significantly — don't be alarmed if the pan looks very full at first.

Add the ketchup, cider vinegar, and the remaining tablespoon of olive oil. Stir everything together and cook uncovered for 5 more minutes, stirring occasionally, until the sauce coats the beef and vegetables and everything is tender.
