    Brown the Beef

    In a large skillet or stockpot over medium-high heat, cook the ground beef with the chopped onion and minced garlic until the beef is no longer pink, about 5-7 minutes. Break up the meat as it cooks. Drain off any excess fat.

    Add the Vegetables

    Stir in the chopped cabbage, diced carrots, 2 tablespoons of the olive oil, salt, pepper, caraway seeds, allspice, and cloves. Cook, stirring often, until the vegetables start to soften, about 7-11 minutes. The cabbage will cook down significantly — don't be alarmed if the pan looks very full at first.

    Finish with the Sauce

    Add the ketchup, cider vinegar, and the remaining tablespoon of olive oil. Stir everything together and cook uncovered for 5 more minutes, stirring occasionally, until the sauce coats the beef and vegetables and everything is tender.
