Brown the beef
In a large skillet over medium heat, cook and crumble the ground beef for 6–8 minutes until no longer pink. Drain any excess fat.

Add the pasta and liquid
Stir in the macaroni, beef broth, milk, ketchup, Montreal steak seasoning, mustard, and onion powder. Bring to a boil, then reduce heat and simmer uncovered for 10–15 minutes, stirring occasionally, until the pasta is tender and most of the liquid is absorbed.

Stir in the shredded cheddar until fully melted and the sauce is creamy. Sprinkle with chives and serve straight from the pan.

Notes & Tips
This one costs about $1.50 per serving and uses ingredients most people already have. Ground beef, a box of macaroni, some pantry condiments, and a handful of shredded cheese — that's it. If you want to stretch it further, use 12 oz of pasta and bump the broth to 3.5 cups. Leftovers reheat well with a splash of water or broth to loosen the sauce.
