Mix the base
In a large bowl, stir together the instant rice, both cans of condensed soup (undiluted), and the milk until combined. Spread the mixture into a greased 13x9-inch baking dish.

Add the chops
Lay the bone-in pork chops on top of the rice mixture in a single layer. Sprinkle the dry onion soup mix evenly over the chops and rice.

Cover and bake
Cover the dish tightly and bake at 350 degrees F for 50 to 55 minutes, until the pork juices run clear (145 degrees F internal) and the rice is tender. If the rice looks a little dry, stir in a splash more milk before serving.
