Soften the vegetables
Heat the olive oil in a large skillet over medium heat. Dice the onion and bell peppers and add them to the pan. Cook about 5 minutes, until the onion turns translucent and the peppers start to brown. Mince the garlic, stir it in, and cook 30 seconds more until fragrant.

Brown the beef
Crumble in the ground beef and cook about 5 minutes, breaking it up as it browns. Drain off excess grease if there's a lot.

Simmer everything together
Stir in the diced tomatoes, tomato sauce, beef broth, rinsed rice, Italian seasoning, salt, and red pepper flakes. Bring to a boil, then cover, reduce the heat to low, and simmer 20 to 25 minutes, stirring now and then, until the rice is tender. Add a splash of water if the skillet looks dry before the rice is done.

Top with cheese and serve
Take the skillet off the heat, sprinkle the shredded cheddar over the top, and cover for a minute or two until it melts. Serve hot, straight from the pan.
