Cook the bacon
Cut the bacon into 1-inch pieces. In a large skillet over medium heat, cook it until good and crisp. Move the bacon to paper towels and pour off all but 2 tablespoons of the drippings — that's your cooking fat for everything that follows, so don't you dare rinse that skillet.

Saute the trinity
Chop the bell pepper, chop 2 ribs of celery, and slice the green onions. Saute them all in the bacon drippings until they're almost tender — a few minutes is all it takes.

Simmer the rice
Stir in the rice, water, salt, cayenne, basil, thyme, oregano and bay leaf. Cover the skillet and let it simmer gently for 10 minutes. Leave the lid on — the rice needs that steam.

Add the peas and bacon
Rinse and drain the black-eyed peas, then stir them in along with the cooked bacon. Cover and simmer 10 minutes more, until the rice is tender and everything's had a chance to get acquainted. Fish out the bay leaf before serving.
