Shake it up
Fill a cocktail shaker three-quarters full with ice. Add the Scotch, sweet vermouth, and 3 dashes of Angostura bitters. Cover and shake for 15-20 seconds, until the outside of the shaker gets cold and coated with condensation.

Strain and serve
Strain into a chilled coupe, martini, or lowball glass. Add fresh ice if you want it on the rocks.

Thread the maraschino cherries onto a cocktail pick and rest it across the rim of the glass.
