Make the dough
Preheat oven to 375°F. Using a hand or stand mixer, cream the butter and 1 cup of sugar until light and fluffy, about 5-7 minutes. Beat in the egg and vanilla. In a separate bowl, whisk together the flour, salt, baking soda, and cream of tartar. Gradually beat the flour mixture into the creamed mixture until just combined.

Mix the cinnamon sugar
In a small shallow bowl, stir together the 2 tablespoons of sugar and the ground cinnamon. Set aside.

Roll and coat
Scoop the dough and roll into 1-inch balls. Roll each ball generously in the cinnamon sugar until fully coated. Place 2 inches apart on ungreased baking sheets.

Bake
Bake for 10-12 minutes, until the edges are just set and the tops look slightly underdone. That's exactly right — pull them out. They'll continue baking on the hot sheet for another minute. Transfer to wire racks to cool.
